Since 2021, vessels that pass through the Changhua Wind Farm Channel have been required to make a Pre-Arrival Notification (PAN) to authority, VTS for approval beforehand. This has been changed. In Maritime and Port Bureau official notification dated 14 August 2025, PAN is no longer required. But all vessels still need to report Changhua VTS.

With effect from 31 March 2025, vessels with connections to Mainland China, Hong Kong or Macau are subject to national security review when applying for direct voyage permits or business registration in Taiwan.

To ensure the navigational safety and efficiency in Changhua Wind Farm off Taiwan, all vessels estimated to pass through the Changhua offshore areas after 26 October 2021 are requested to issue a pre-arrival notice to Marine Port Bureau in advance.
